Office of Human Resources

Under the leadership of the school Party Committee, the Office of Human Resources carries out the principles, policies and laws issued by the Party or the State concerning personnel work, as well as the rules and regulations of the superior personnel office. It is a functional department, responsible for configuration and planning of the human resource, reform of the internal personnel and management systems, construction of the faculty, assessment of teachers’ professional titles and their employment, wages and welfare benefits and other work. It is divided into the personnel section, teachers and expertise section, professional title section and wages section.

Duties

 

1、The Office of Human Resources consciously carries out the principles, policies and laws issued by the Party or State concerning personnel work, as well as the rules and regulations of the superior personnel office.
2、The working procedures of the higher office, includes full responsibility for the university’s internal departments, job setting, personnel allocation of all types, and the examination and approval of personnel force in each affiliated hospital.
3、Directives include, being responsible for examination, verification, planning of the university’s annual recruitment (including that of the affiliated hospitals), and the examination and approval of the personnel assistants and recruiters.
4、It undertakes a responsibilty for declarations, evaluations and appointment of qualifications of professionals in the university and affiliated units, as well as numerical quotas measurement of all kinds of professional jobs. It coordinates with relative departments in professional job recruitment of the part-time clinical teachers.
5、It is responsible for all kinds of examination and approval of appointing professionals to senior positions in the university (including all the affiliated hospitals).
6、It is responsible for retirement, dismissal, resignation, quitting of the staff within the right of administration.
7、It is responsible for an annual appraisal of personnel of all kinds and part-time clinic teachers.
8、This includes being responsible for rewards and punishment of faculty members in the university.
9、It oversees the examination and approval of workers’ wages, welfare benefits, insurance and school allowance, as well as the examination, verification and approval management of wage fund.
10、It arranges for the inspection and understanding of the personnel allocation, as well as drawing up plans to train and improve personnel of all kinds.
11、It is responsible for archives management and political examination of the staff and retired personnel under administration.
12、It regulates the examination and approval of the departure for personal purpose of the staff under administration, as well as political examination of the staff’s departure on business.
13、Also, it is responsible for the attendance records of the staff in the university and procedures relating to leave of absence.
14、It is responsible for consolidated personnel statement, statistic work and control the entering and leaving of personnel.
15、Furthermore, it is responsible for its own document archives management and filing work.
